Another example of the change in Canadian priorities is offered by the 1993 pullout from the United Nations Industrial Development Organization (UNIDO). Canada argued that the organization was ill-managed and that its objectives could be better fulfilled by bilateral and other multilateral programmes. For the first time, Canada left a United Nations agency. It is interesting to compare Canada's behaviour here with the UNESCO crisis in 1984 when Canada refused to join the United States and Britain in their boycott on the grounds that countries should push for reforms from within international organizations, not from without.
