An earlier draft of this paper was circulated within central agencies and the OAG. Officials within the OAG believe that my characterization of its position on the PS 2000 reforms is unfair. Officials from central agencies disagree. I have attempted to respond to the concerns of OAG officials as far as it seemed reasonable to do so. It is clear that the disagreement that has arisen about this aspect of the paper is part of a larger debate within the government about the extent to which the OAG is facilitating, or obstructing, reform of the federal public service.
