    • A related concept to tax capacity is "revenue capacity," measured with the representative revenue system (RRS) approach. RRS is the same as RTS except that it also takes into account a state's relative capacity to raise revenues from user charges, rents and royalties, and lotteries. A state's relative revenue capacity is generally similar to its relative tax capacity. All results in this research note are RTS computations unless otherwise noted.
