Russian regional politicians and press considerably exaggerate the scope of Chinese migration to the area. Work by the Carnegie Endowment's International Migration Policy Program, which has representatives conducting surveys in the Russian Far East, estimate the number of Chinese in Primorskiy and Khabarovskiy krays and Amur oblast to be between 30,000 and 70,000 in each region. This number includes shuttle traders. A special commission of the Russian Duma also investigated Chinese migration in the mid-1990s and came to similar conclusions.
