    • An anonymous reviewer of this paper helpfully pointed out that failure can be a relative term when the measures are budget overrun, lateness and full functionality. The reviewer reinforced a point made in the OECD overview report (see note 6) that measuring success relative to initial expectations may not always be appropriate, suggesting instead that other standards such as net present value or benefit/cost ratio be employed.
