There was a 44.1 percent response rate for the mail surveys. A total of 176 information systems directors, 180 budget directors, and 570 program managers responded. While a response rate below 50 percent raises researcher concerns regarding response bias, random tests of the data indicated no bias due to region, population size, or rate of growth. The research objectives of the mail surveys were to collect data on how counties were managing their IT resources, and on future trends in IT development, use and management. Budget issues and any planning tied to the budget process were also addressed, as was any specific uses of IT or targeting for IT development in the program areas of county government.
