    • In Argentina the transition from military dictatorship to elected civilian government in 1983 was also less of a turning point than was initially thought. During the Alfonsin administration (1983-89), the overall structures, institutions and methods of the national security state (born of the cold war era) remained in place. And during the Mcnem era, the government's tics with the military have grown. What has emerged in Argentina, as elsewhere in Latin America, is a 'guardian democracy'.
