ii values used for Sc, Ru, and Te were obtained from a full charge-iterative calculation in which orbital energy parameters for all atoms were allowed to vary simultaneously as a function of Mulliken charge transfer to self-consistency. The data (eV) utilized for d, s, p for Sc and Ru were as follows: Sc: -4.97, -2.98, -1.44; Ru: -5.48, -3.62, -1.58. respectively, for s, p of Te: -15.74, -6.54.

8 sample was used in both. Magnetic measurements were performed over 1.8-350 K range and in fields up to 1 T with the aid of a Quantum Design MPMS-5 SQUID magnetometer. AC resistance measurements (16 Hz, 1-3 mA, 2-298 K) were performed on a pressed pellet by a standard four-probe technique and the LR-700 AC resistance bridge on the magnetometer. Contacts to the sample were made with 0.05-mm Pt wires with Epotek H20E silver epoxy.
