    • A more refined approach would consider that at each time step new information packets are generated and others reach their destinations and thus are removed [29]. Here, however, we are mainly interested in unraveling the universal features characterizing congestion instabilities due to local failures. The load can thus be considered in a stationary state that is the outcome of the detailed packets generation-reception dynamics.
