In fact, Plan Colombia (often referred to as the Andean Plan or Plan Andes) is an enormous operation covering all the Andean nations - Colombia, Ecuador, Peru, Bolivia and north western parts of Argentina. Some 1,500 troops from the US and eight South American countries participated in military exercises in August 2001 in Argentina's north-western province, Salta, financed by the US.
