1. By "in one" we mean that the momenta that are conjugate to the successive spacetime difference variables are physical, i.e., are in or on the forward light cone in momentum space. Similarly, "out of cone" means that unphysical momenta that can be outside the forward light cone are present (possibly) in addition to physical momenta.
