In 1993 Congress passed the Government Performance and Results Act which set accountability standards for federal government departments and agencies, including strategic planning and benchmarking. By 1992, the Governmental Accounting and Standards Board (GASB) produced a series of seven paperback research reports, Service Efforts and Accomplishments Reporting: Its Time Has Come. These report focus on functions of state and local governments like education, water and wastewater treatment, fire, and public health programs. In his 1992 review of these reports, Epstein called for others - International City/County Management Association, American Society for Public Administration, public administration schools - also to take up the issue and called for improved governmental performance measurement.
