If we choose the V-O bond length of 2.055 Å above 700 K, and 2.07 Å, 2.06 Å, and 2.005 Å, for V1-O1, V1-O2, and V1-O2, respectively, the bond valence sum [I. D. Brown and D. Altermatt, Acta Crystallogr. Sect. B 41 (1985) 244] is 2.58 above 700 K, and 2.53 and 2.96 for V1 and V2, respectively.

We cannot resolve the V1 plane and the V2 plane (2.39 Å distance) in our experiment. Since the number of V1 atoms is three times that of V2 atoms, we mainly observe the V1 planes (with the valence of 2.5 - δ) in the real space image.
