    • The arguments of this paper are based on a full-length study, Philosophies of Integration: Immigration and the Idea of Citizenship in France and Britain (London: Macmillan/New York: St Martin's Press 1998). The second edition to be published in early 2001 contains a new preface that discusses many of these more recent developments in detail. I thank the Centre for European Cultural Studies at the University of Arhus, Denmark, for their hospitality during the summer of 2000.

    • One should point to partial exceptions to this rule. Brah (1993) does indeed stretch to a chapter on Europe, but its interpretation is characteristic of the ill-informed, excessively negative rhetoric typical of radical views on 'racist fortress Europe'. Robert Miles's important Racism after 'Race Relations' (London: Routledge 1993) shadows some of my arguments in its deployment of European counter-arguments, and in its critique of dominant British 'race' approaches, but it remains a work loyal to a Marxist metanarrative of denouncing domination and oppression. Paul Gilroy's eloquent The Black Atlantic: Modernity and Double Consciousness (London: Verso 1993), meanwhile, does indeed break the rule by being an explicit attack on the overwhelming force of national perspectives on race and identity, containing among many other things an auto-critique of the blindspots of black British cultural studies. Yet the book's focus on literature and music - oddly for an author who wrote perhaps the definitive work of black British cultural sociology (There 'Aint No Black) - offers little to guide a political interpretation of contemporary Britain. His Between Camps: Nation, Culture and the Allure of Race (London: Penguin 2000), on the other hand, talks a lot about Europe in general - and, encouragingly, of Britain as part of it - but it demonstrates very little specific knowledge of any particular European society: all of the crucial material comes from the United States.

    • The best comprehensive overview of the field is John Solomos and Les Back, Racism and Society (London: Macmillan 1998), an excellent guide to British racial and ethnic studies, which, however, still retains a specifically national kind of perspective, despite its efforts to weave in the occasional European and North American reference or example. My concern, obviously, is that something completely different is required: a genuinely general theoretical framework that is then applied comparatively and even-handedly to a range of similar cases, among which Britain would be an important but by no means overriding example.

    • The position I hold, rather, is more akin to a kind of reflexive 'neo-positivism'. It has become a cliché of post-positivist social theory that all social science is politicized and situated. Yet while pure neutrality might be impossible, to go on to collapse all academic work into activism or social work has disastrous consequences for its credibility as an independent viewpoint on the world. I am particularly persuaded by the brilliant manifesto of Pierre Bourdieu and Loïc Wacquant defending reflexive social science, a position that seeks to maximize the autonomy from social and political forces (i.e., the corruption by instrumentalized political or media 'fields') of academic works but that nevertheless recognizes their historical and sociological origins (P. Bourdieu and L. Wacquant, An Invitation to Reflexive Sociology (Cambridge: Polity Press 1992)). The basic Bourdieu line has been woefully misunderstood as a form of postmodernism by many of his English-language admirers in cultural studies (see, e.g., Mirza, 'Introduction', 20). See Bourdieu and Wacquant's delightful 'bite the hand' piece in which they skewer some of the excesses of English and American ethnic studies (P. Bourdieu and L. Wacquant, 'On the currency of imperialist reason', Theory, Culture and Society, vol. 16, no. 1, 1999, 44-58).
