17. In the case of odd M the direct calculation shows that zero becomes an eigenvalue of multiplicity 3, but there is only one eigenvector corresponding to this eigenvalue. The implication is that for odd M the general solution of the system of ODE Eq. (13) must include not only exponentials but also powers of x which is somewhat more complicated than using exponentials only.
