    • In some human rights documents such as the European Convention of Human Rights, persons with mental disabilities are actually grouped together with other individuals who are marginalized in society and subject to confinement without a criminal conviction. Article 5(1)(e) lists the groups that may be justifiably deprived of their liberty: "persons of unsound mind, alcoholics or drug addicts, or vagrants."
