For example, in the South Korean Delphi, conducted in 1992 to assess directions for future R&D activities [22], an initial blank paper was sent out to 25,000 experts out of whom 5,000 suggested technological topics to be forecasted. When the two-round Delphi questionnaire was sent to these 5,000 experts, responses were obtained from 1,600 experts in the first round and 1,200 during the second round. Thus, although the foresight project involved initially quite a large number of experts, the response rate was not particularly high.
