    • It should be mentioned, however, that the British and the Dutch foresight exercises are important predecessors to the Austrian innovations in methodology. The Dutch scenario study explicitly renounced searching for emerging technologies for the same reasons as the Austrian one. As with the British Delphi study, it was decentralized, problem-oriented and part of a basic attempt at developing a new broadly based system of technology policy with 'Knowledge in action' (Netherlands) 'Winning through foresight' and 'Realizing our potential' (Great Britain) or 'Matching science and technology to future needs' (Australia) as the dominating slogans.
