Traditionally, what is meant by the "brain drain" (intellectual emigration) is the exodus of scientific and other creative intelligentsia from a country, the people who create and are the basic carriers of spiritual, cultural, scientific, and other intellectual values - which is to say, the elite of society, the people who, to a considerable extent, determine its cultural, scientific-technical, and socioeconomic progress, its contribution to world civilization. In addition, it necessarily entails the cessation of labor activity in the donor country (for a rather lengthy period).
