1. 1. The operator's role could be defined as managing the system frequency. This task must be done over several time horizons, in response to different categories of events, and requires the availability of different types of reserve. These engineering issues do not affect the thrust of our argument and will be ignored for the sake of simplicity.
2. 2. Part of this reduction could be achieved by calling upon customers with interruptible contracts. We will, however, consider that these disconnections form part of the reserve because these customers must be compensated for the possibility of being interrupted.
