1. The original bipartisan commission model developed by Senator Breaux was cosponsored by Rep. Bill Thomas (R-CA). However, Sen. Bill Frist (R-TN) replaced Thomas as cosponsor of the subsequent premium-support bill introduced in Congress. For clarity's sake, this paper refers to the bipartisan commission proposal as the Breaux plan.
