The "old guard traditionalists" tend to be senior bureaucrats, large landowners, and tribal leaders, all of whom could lose their privileges if the free market reforms undermine the existing patronage system. The "new guard reformists" tend to be intellectuals, upper-class professionals, entrepreneurs, and others who see free market reforms as benefiting merit and expertise over inherited privilege.

In Interviews with editors, I was told that Prime Minister Rawabda himself supervised the negotiations for the sale of the publisher's shares. Hroub was indeed accused by employees and companies dealing with the newspaper of not fulfilling his financial commitment But the government's intervention is believed to have been motivated more by the newspaper's criticism of Rawabda than by Hroub's financial liabilities.

New York Times, 4 February 2000. Among the questions asked by large segments of the population were: Why is Jordan the only country making discoveries confirming U.S. claims about Bin Laden? And why would Jordanian hotels not even much frequented by Americans be the first targets in a war against U.S. interests?
