    • The BMZ guidelines for development co-operation are contained in a set of policy papers on key sectoral and cross-sectoral concepts. Cross-sectoral concepts (such as women-in-development, poverty alleviation, self-help, etc.) are binding for all development projects and programmes. In September 1998, BMZ issued a position paper on HIV/AIDS which while not as binding as a cross-sectoral concept, is, nevertheless, an official policy instrument that gives development co-operation projects the mandate to address HIV/AIDS.
