AIDS als Entwicklungshemmnis: Ein Querschnittsthema der Entwicklungszusammenarbeit

The BMZ guidelines for development co-operation are contained in a set of policy papers on key sectoral and cross-sectoral concepts. Cross-sectoral concepts (such as women-in-development, poverty alleviation, self-help, etc.) are binding for all development projects and programmes. In September 1998, BMZ issued a position paper on HIV/AIDS which while not as binding as a cross-sectoral concept, is, nevertheless, an official policy instrument that gives development co-operation projects the mandate to address HIV/AIDS. See Klemens Hubert and Günter Dresrüsse, 'AIDS als Entwicklungshemmnis: Ein Querschnittsthema der Entwicklungszusammenarbeit', in Entwicklung und Zusammenarbeit, 40(5), May 1999, p. 129.

For concrete examples of how project elements can either affect or be affected by the epidemic and how each project element can contribute to enhancing or reducing the spread and/or impact of HIV/AIDS, see Günter Hemrich, 'The relevance of HIV/AIDS for GT2-supported projects in Kenya', workshop report, Nairobi, March 1998.
