    • Form-determination: "The emphasis here is on the ways in which the very structure of the state system itself ensures that the interests of capital are favoured in policy-making and implementation. The structural selectivity of the state means that it is not a neutral instrument equally accessible to all social forces and equally adaptable to all ends. Instead it has an inbuilt form-determined bias that makes it more open to capitalist influences and more readily mobilized for capitalist policies" (Jessop p.146) [10].
