    • The number of respondents in the divergence questionnaire was 39 (= 95%) and in the convergence questionnaire 9 (= 100%). The questionnaires contained five point scale propositions (1 = strongly disagree; 5 = strongly agree). A factor analysis and a reliability test were not carried out because of this low number of respondents.

    • The response to the survey was 17 (38%). The survey included yes/no- questions and propositions with a five point disagree/agree scale. The yes/no questions read as follows: 'Does the report fulfil your expectations?'; 'Do you recognize your own contribution?'; 'Do you recognize your group's contribution?'; 'Do you expect that the report will be an important input in the steering committee's decision-making with regard to the technology scans?'; 'Do you feel more involved in the technology scans?'; 'Would the application of traditional instruments have resulted in more policy relevant information?'; 'Does GSS improve the link between information supply and demand in policy-making compared with traditional instruments?'; and 'Does a GSS improve the quality of the report?'. The propositions were about the usefulness, scope, depth and quantity of the problem areas, (elaboration of) technology-based project ideas and selection criteria (see Table 9).

An evaluation of this debat is made with regard to three aspects: (1) An assessment of websites as a participatory instrument; (2) a comparison of these debates with other Internet debates; and (3) a comparison with other ICT-based participatory instruments. The project also includes a 'same time/different place' Internet discussion using GroupSystems.
