The Comarcal Plan was prepared by a small group of planners with the city of Barcelona for the entire Comarca, an administrative unit that comprised twenty-seven municipalities, with Barcelona being the dominant city. While technically adequate, the plan could not resist the population pressure that followed its adoption and became quickly obsolete, merely a reference for the partial plans that ignored its guidelines.
