The author's own estimate using China's industrial producer price indices suggests that the real growth of TVEs between 1987 and 1993 was in the neighborhood of 22 percent a year (“Industrialization and Energy Use: An Empirical Study of China's Township and Village Enterprises,” Ph.D. Dissertation, University of Pennsylvania, 1997).
