Freedom House, of which Brzezinski is a board member, recently pronounced that political conditions in Geidar Aliev's Azerbaijan were improving. (Aliev was a member of Brezhnev's Politburo and responsible for the ethnic cleansing of Armenians from Nagorno-Kabarak.)
