    • The Good Friday Agreement is a 67-page document constructed around three main "strands." The first of these allows for elections to a new Northern Ireland Assembly comprising 108 elected members; the second calls for the creation of a North-South Ministerial Council to develop consultation and cooperation within the island of Ireland itself; and the third argues for the establishment of a British-Irish Council to promote the harmonious and mutually beneficial development of relations between the peoples of the UK - including Scotland and Wales - and Ireland as a whole. The agreement also pledges those who signed it to "exclusively democratic and peaceful means of resolving differences on political issues." It contains recommendations covering such key issues as the decommissioning of weapons, the treatment of victims, security, policing, justice, prisoners, and prisoner release. In addition, it calls upon the Irish government to amend its constitutional claim over the territory of the North, and the British government to amend its sovereign claim to Northern Ireland contained in the Government of Ireland Act. Finally, the agreement was to be subject to popular approval by the peoples of Northern Ireland and the Republic of Ireland in separate referenda to be held on the same day - May 22, 1998.
