What prompted Comer to exclude T.C.I.-U.S. Steel is unclear, but regarding another issue related to state and local taxes, T.C.I.'s president, George Gordon Crawford, argued in 1911 that he was largely able to obtain appropriations from U.S. Steel's New York managers by telling them that investment capital "would be encouraged and treated fairly if it were put here."
