It can be argued that all studies appearing in journals related to comparative education are implicitly comparative. In the first issue of the first journal devoted to comparative education, Friedrich Schneider stressed that at least three different categories of education exist in the field: foreign education, comparative education, and international education. We concur with Schneider that comparative education does not exhaust the categories of the field and ought to have a restricted definition.
