4. The reports of the Health Council in matters concerning the development and the state of medical knowledge usually serve as a basis for governmental policies. In the Dutch political system such permanent councils play an important rôle. By referring controversial issues to these councils for advice, the government is able to delay (and even to avoid) potentially politically disruptive items. On the other hand, the councils are often in a position to set the terms in which issues arrive on the political agenda.
