    • Block asserted that continuity is the mark of the overall system. Yet the system can be disrupted for a variety of reasons. For example, a politician or police captain can be caught taking bribes from a prostitution or gambling enterprise. When this occurs, the system, with its ever fluid series of relationships binding upperworld and underworld actors together, adapts and survives [Ibid: 1].
