    • Beds and inpatients are used as indicators of provision and utilization to the neglect of outpatients for two reasons. First, there are considerable inconsistencies between hospitals in reporting, particularly over the distinction between numbers of out-patients treated and the (much larger) numbers of attendances. Second, a full geographical comparison of hospital out-patient treatment would only be meaningful if other forms of primary care such as panel doctors and dispensaries were also considered; data on such sources are simply not available on a consistent basis. None the less, voluntary hospitals should not be viewed as principally residential institutions, and the growth of outpatient treatment and its relationship with other forms of primary care will be the subject of future work.

    • The absence of detailed information on patient flows has necessitated reliance here upon local government boundaries-counties and county boroughs. The wartime Hospital Surveys (1945-6) proposed a scheme of hospital districts based on some limited information on patient flows in the late 1930s, but a backwards extrapolation from this would be of doubtful value. In any case, the information available usually gives only a breakdown of the numbers of patients treated by county or county borough which still leaves the problem of delimiting the boundary of a given hospital's catchment within those units. Derivation of a set of catchments for the entire period under consideration is therefore beyond the scope of this paper.
