19. The 1997–2001 National Development Plan has very little to say about port development. It observes that ‘Increased productive activities in all sectors of the economy, especially through export oriented manufacturing, will require increased efficiency and capacity at the Port of Mombasa to handle an increased volume of traffic. The Government has therefore contracted the services of Felixstowe Port Authority (Management Consultant Service) to manage and operate the container terminal in Mombasa… Measures are also being taken to restructure KPA by reviewing its maintenance strategies. The Government will also sign a performance contract with KPA to include implementation of adopted recommendations of the on-going sta? rationalization study’ ([18], pp. 13-14)
