The Administrator and the Expert

Largely for the sake of manageability, this paper focuses on the civil service, rather than the public service more broadly. However, there are several points which apply generically to the public service, with the civil service serving as an illustrative case. In such instances, I refer more generally to the public service. In terms of working definitions, by civil service I mean those agencies and employees directly engaged in the running of Government Departments and implementing policy decisions. The public service more broadly includes agencies and employees involved in the direct delivery of services, e.g. educators, nurses, police and prison personnel. The public service as a whole was structured in terms of seven basic divisions: Administrative (which included departmental Secretaries and their deputies, accountants and other administrative officials who functioned as the immediate supervisors of the clerical officials and the majority of the officials in the General A and B Divisions); Clerical; Professional (in the case of the civil service, primarily lawyers); Technical; General A (other officials, with a matriculation exemption); General B (non-matriculants); Services. In addition there were a significant number of staff in 'Non-classified' positions. Sec J. N. N. A full discussion of these changes is beyond the scope of this paper. By way of one example: in the sphere of so-called 'Bantu administration' alone, the 1960s saw a sustained assault by the central government's Footnote 46 continued Department of Bantu Administration and Development on the powers of local authorities, leading to a considerable enlargement in the scope and range of central government powers, and therefore also in the number of personnel required to exercise these new powers. All forms of surveillance over the affairs of African people were intensified and diversified, requiring closer and more copious bureaucratic scrutiny; a policy of forced removals was introduced, along with a new set of bureaucratic structures dedicated to the task; and a policy of homeland self-government was introduced with the central government taking responsibility for staffing most, if not all, of the new bureaucracies created as a result.
