Chongwe was, inter alia, six years Chairperson of the Law Association of Zambia, and had also been President of the African Bar Association, and President of the Commonwealth Lawyers Association. He had been Minister of Legal Affairs, then Local Government, in the MMD Government. When he fell out with Chiluba, the Zambian Government could, at that time, have nominated him to the International Court of Justice and, thus, removed a thorn from its side, but could not bring itself to stomach the prestige this would have conferred on Chongwe
