Blarel gives an overall figure of 60 percent. There are, however, important regional and other variations; to give one example, in the pre-war prefectures of Butare and Gikongoro, the poorest families (those owning less than 0.5 ha of land and making up around 30 percent of the population) had to buy 65 to 75 percent of their food through the market, the richer (owning plots larger than lha and making up 20 percent of the population) only 15 to 20 percent. Land tenure under unendurable stress: Rwanda caught in the Malthusian trap
-
Apart from the 30 percent of landless mentioned in the Save the Children report on Butare and Gikongoro, André and Platteau, who studied the issue in a commune in North West Rwanda in 1988 and 1993, found that landlessness (less than 0.5 ha) increased by a dramatic 9 percent (totalling 45 percent of the population) over this five-year period while the group of larger landowners (more than 1 ha) increased from 5 to 8 percent. It is not my intention to engage in the heated political debates regarding Rwanda's refugee crisis. When it comes to the numbers of people who have died in Congo, there is no consensus. For the argument here, it is sufficient to acknowledge that many people have not returned from the camps. The following observations are based on information mainly gathered during a three-month field trip from March to June 1998. The object of this trip was a study of the viltagization policy and the ways in which it was incorporated within the wider rehabilitation and refugee re-integration measures of the government. Interviews were carried out in different housing sites in the Prefecture of Butare. Group interviews with beneficiaries were combined with individual interviews with local authorities and NGO staff. The material was compared with situations in other prefectures, namely in Gikongoro and Kibungo, on shorter trips to various sites. In the interviews, several aspects of the villagization policy were dealt with, from technical (such as the construction of the houses and facilities) to social (such as access to services, land etc.).

Many top officials in Kigali have themselves acquired large estates. In rural areas, there are fewer immediate indications of land sale to newcomers. Many 'old caseload' refugees 'rent' land. In several communes, local authorities try to prevent land from being rented out in the case of perennial crops, in order to avoid abuse. Some people rent out a bananeraie for much less value than the crop is worth, in order to cover immediate expenses.

Going back to a notion of patrimony has the additional advantage of stopping the fragmentation of land holdings, since generational transfers will no longer decrease the operating size of plots.
