James Rachels argued for this position in a short but famous article 'Active and Passive Euthanasia', New England Journal of Medicine, 292, (1975), pp. 78-80. Rachels provided a more extended discussion and defence of his view, usefully correcting many common misunderstandings of his original article, in his book The End of Life, (Oxford University Press, Oxford, 1986).
