The main components of the Electoral Conference and their origins were as follows: (1) Hong Kong's NPC incumbents serving within the Guangdong delegation. (2) Hong Kong's 79-member delegation to the Eighth National CPPCC had been appointed according to conventional practice (see note 23, below) in 1993. Hong Kong had its own separate contingent within the CPPCC. Except for its Hong Kong and Macau delegations, however, the CPPCC is based on functional rather than geographic divisions and additional Hong Kong delegates were included in various other functional categories. (3) The 60-member Provisional Legislative Council was chosen by the SAR Selection Committee in December 1996. (4) The all-important founding body, the Selection Committee, was formed in a manner referred to euphemistically by Hong Kong critics as the 'mainland practice of negotiation and consultations'. A total of 5,700 people put their names forward as potential participants in the Selection Committee, but Hong Kong's Democratic Party and like-minded independents were automatically disqualified for refusing to recognize the legitimacy of the Provisional Legislative Council. The 5,700 people were reduced to a more manageable 409 nominees by the SAR Preparatory Committee. The latter was a 150-member body (composed of 94 Hong Kong residents and 56 mainland officials) which was authorized by the Basic Law to form the first SAR Government. The Preparatory Committee's secretariat produced a shortlist of 409 candidates, divided into four categories, and even ranked them in order of preference, leaving little for the 150 Preparatory Committee members to do at their 2 November 1996 plenary meeting but check the first 340 names on the list. The remaining 60 members necessary to produce the 400-strong Selection Committee were reserved by NPC decision to include incumbent Hong Kong NPC and CPPCC delegates. Nominees continue to be appointed after recommendation and approval by Beijing (the CCP United Front Work Department, the CCP Organization Department, and the Hong Kong and Macau Affairs Office) and Hong Kong (the SAR government and Xinhua). Hong Kong now has 136 members within the 2, 196-strong national body, including 115 delegates in a separate Hong Kong contingent and the remaining 21 scattered among various functional groups. The average age of Hong Kong delegates, at 75, is much higher than the average for the body as a whole.

According to Annex I of the 1990 Basic Law and Schedule 2 of Hong Kong's October 1997, Legislative Council Ordinance, the Election Committee responsible for electing 10 legislators in May 1998, was composed of 800 people divided into groups of 200 each from the following four sectors: (1) industry, finance, commerce; (2) the professions; (3) labor, social services, religion; (4) political leaders including all Hong Kong's NPC delegates; all provisional legislators; 21 members from the conservative council for Hong Kong's original rural residents, the Heung Yee Kuk (Xiangyiju - Rural Council); members of Hong Kong's regional and district councils; and the remainder (60) from the CPPCC contingent.
