The authors examine the deficiencies of simply measuring a target outcome and argue cogently for a new paradigm that would entail more assessment points, more reliable and valid measures of the change process, and evaluation of "side effect" variables.

This paper is the best summation this author has seen of developmental considerations in diagnostic decision making, the selection of appropriate treatment regimens, and the timing of outcome measurements. The deficiencies of the Diagnostic and Statistical Manual of Mental Disorders (Washington: American Psychiatric Association Press; 1994) diagnostic classifications for children and the recognition of the need for long-term follow-up are underscored.
