"Progress of the Cause", p. 24. Mary Carpenter was a notable female reformer of the mid-Victorian era, prominent in the movement for the care and education of destitute children. Lord John Russell was a leader of the Liberal Party, and twice prime minister between 1846-52 and 1865-6. He attended the Social Science Association congresses in Birmingham and Liverpool in 1857 and 1858. Lord Stanley was the son of the fourteenth earl of Derby, leader of the Conservative Party and prime minister for short periods in the 1850s and 1860s. As fifteenth earl, Stanley was a senior cabinet minister in both Conservative and, after 1880, when he crossed the floor of the House of Commons, Liberal administrations.

It is not without significance that the International Statistical Congress collapsed in the late 1870s as a result of growing international tensions in Europe. The tenth Statistical Congress, planned for 1880, was never held.
