Whether they were used or not depended upon whether the manager was in the mill or in the office ... The men finally undertook to settle the matter themselves by holding a meeting and resolving that the company had made sufficient and thoughtful provision for their safety, but that they preferred to take the chances of injury to bothering with the safety appliances...."
