12. Millen reported that the ATA's 1991 list of EDI capable carriers contained approximately one -half of the population of all motor carriers that offered EDI services as of that date.
13. Definitions of "large" and "small" carrier operations are, of course, somewhat arbitrary. The argument or rationale for the revenue levels used in this study is that there is a marked difference in size of operation between these two groups. The smaller firms would be expected to have a fleet of between 200 and 250 operating units and the larger firms' fleets would be at least four times larger. One could argue that a fleet size at the upper end of our "small" category is fairly large by trucking industry standards. However, reducing the revenue cut-off for small carriers results in too few small carriers to allow for statistically meaningful comparisons.
