In the limit where the time-scale for this forward re-emission is as short as the laser pulse itself, it is of course necessary to re-interpret forward spontaneous emission as coherent forward scattering. Re-summing these terms to all orders would then reveal how the propagation of the pulse through the cloud is modified by the index of refraction of the gas. But we will assume that the pulse is so short compared to 1/Γ that we are far from this limit.
