The letters to Roosevelt cited below are contained in the President's Personal File, Franklin D. Roosevelt Library (hereafter PPF). There are approximately two thousand letters in the files. In most cases, a copy of the reply is attached to the original letter. All of the letters were read, but most of them contain little information about the polio victim or his or her circumstances; the conclusions in this essay are based on a smaller sample of 151 letters that were more informative.
