According to state law at the time, contributions totaling more than $100 had to be dis" closed, and individuals were limited to contributions of $1,000 per candidate per election. The accessibility and usability of the filings by the candidates varied widely. Some were exhaustive, others were barely more than a list of names. Accumulation of this information across all the filing periods proved to be an overwhelming task given limited resources. Therefore, we turned to a list of contributors to winning candidates that was compiled by an Atlanta newspaper. While we obviously would have preferred a list that included contributors to unsuccessful candidates as well, Georgia's state legislative races were marked by little competition in 1992, with 125 of 180 House seats and 28 of 56 Senate seats uncontested in the general election. Democratic candidates in both chambers were slightly overrepresented because of the structure of competition. In that light, our inability to survey the contributors to those who did not win seems to impose only minor limits on our ability to say something about contributors as segmented partisans.
