By masculinise I understand a male homosexual identity that is consciously masculine in a conventional sense. For a somewhat different definition - that it entails opposition to interpretations of male homosexuality as effeminate and sees male-male love as a "distillation" of masculine social instincts - see Andrew Hewitt, Political Inversions: Homosexuality, Fascism, and the Modernist Imaginary (Stanford, CA, 1996), pp. 80-81.

Rosenberg's views are set out as well in Alfred Rosenberg, Der Sumpf: Querschnitte durch das "Geistes"-Leben der November-Demokratie (Munich, 1930), which combines anti-Semitism, racism, and homophobia. In it, Rosenberg argued that homosexual emancipation movements were a manifestation of the destructive power of the Jews (pp. 122-23, 139-41).

On the Bund für Menschenrecht, its unsuccessful attempts to become the umbrella organization for the German homosexual emancipation movement and its role in providing social centres for its members, see Andreas Sternweiler, "Die Freundschaftsbünde-eine Massenbewegung," in Sternweiler and Hannesen, eds., pp. 95-103, membership numbers on p. 100. A 1929 Berlin prosecutor's file suggested a higher membership of some 100,000. Undated note, "Eingegangen am 18. Dez. 1929," LAB Rep. 58/2103, p. 2.

Nonetheless, Hirschfeld and the WhK were still firmly associated with what were seen as Hirschfeld's theories, such as emphasis on homosexual abnormality and the linkage of male homosexuality to femininity by other contemporary homosexual organizations. Prosecutors could not prove that Röhm's homosexual acts were those criminalized under § 175. See Dr. Wilde, Generalstaatsanwalt bei dem Landgericht I, to the Prussian Justice Minister, August 26, 1931, "Betrifft: Strafsache gegen Röhm und Genossen wegen Vergehens gegen § 175 Str.G.B. Erlass vom 15. Juli 1931," LAB Rep. 58/512, pp. 1-3; on these unsuccessful prosecutions, see the comments of Staatsminister Gürtner in "Ministerratssitzung vom 5. Dezember 1931," BHSA MA 100425, p. 14. On the seizure of the Heimsoth letters, and a subsequent accusation by Heimsoth and Röhm that they had been leaked for political use to the SPD press by either the Prussian Justice Minister Severing or Berlin Police President Grzezinski, Curt Becker to Generalstaatsanwaltschaft bei dem Landgericht I, March 10, 1932, in "Strafanzeige des Arztes Dr. med. Record of interview with Dr. H. G. Betz, "Unterredung mit General Ritter von Hörauf," IfZ ZS 8, pp. 1-2. In a later interview, von Hörauf also suggested that the sexually transmitted diseases Röhm caught from women while he was in the Reichswehr gave him an aversion to intercourse with women. See "Besprechung des Generalmajor a.D. von Hörauf," p. 3.

note
-
In 1935, § 175 was altered. Whereas before then only "unnatural vice" was punished, the scope of the paragraph was now widened to punish "vice" between men. This extended the punishable offenses to mutual masturbation and even lewd glances. The new text read: "A man, who practises vice with another man or allows himself to be misused by him for vice, is to be punished with imprisonment." Schulz (n. 3 above), pp. 7-8. The translation given in We Are Everywhere is misleading because it does not indicate the widening of the scope of the paragraph. Consideration was given to extending § 175 to cover sexual acts between women, but this did not occur. There was disagreement among legal experts whether this was required. It was argued among other reasons that lesbianism did not present a serious threat to the state, because it did not necessarily prevent reproduction. "Strafrechtskommission 45. Sitzung 18 September 1934 (Oberhof)," BAR R 22/973, pp. 1-5;

A similar argument is developed by Sebastian Haffner, Failure of a Revolution: Germany, 1918-1919 (London, 1973), pp. 197-200. Haffner argues that the "stab in the back" myth stuck to Ebert in a form of ironical justice because Ebert had stabbed the revolution of 1918-19 in the back.

Hewitt's arguments against a heterosexist conflating of homosexuality and fascism arc persuasive, but his own work shows some discomfort with the, admittedly marginal, position of some homosexuals as fascists. Hewitt (n. 2 above), pp. 245-46, 284. My position here is closer to Sedgwick's. Fear of their own homosexual desires does not make the persecutors of male homosexual fascists themselves "homosexual."
