Glenn points to the difficulties that await this effort. She asks us to consider: "Who is going to do the work? Who will benefit from increased services?" (36). Historically, the answer has been poor women and women of color. The apparent coincidence of interest between women of different races and classes comes apart, she notes wryly, when one recognizes that at current wages, childcare work will not suffice to bring the welfare mother out of poverty, and if wages are raised the middle-class woman will not be able to afford the less advantaged women's services. Glenn will be proved right and the cause of feminism will suffer unless women speak and think together concerning policies that will benefit both sets of women and will lessen the increasing disparity between them.

States must apply for the funds and must conduct programs that conform to the act's definition of abstinence education (PL 104-193, Sec. 912). In addition to promulgating the views already mentioned, a program must also have as its exclusive purpose education about the psychological and health gains of abstaining from sexual activity; teach that monogamy is the expected standard and that sex outside marriage is likely to have harmful psychological and physical effects; teach young people how to reject sexual advances and how alcohol/drug use increases vulnerability to sexual advances; and teach the importance of attaining self-sufficiency before having sex.
