1. In the absence of a housing market free from government intervention, privatized housing is not necessarily commercialized housing. In the author's opinion, fully commercialized housing must be both privatized through market transactions and guaranteed by full property rights. Thus marketized housing also falls short of being fully commercialized when it goes through a market transaction but has many administrative features such as a price subsidy or partial property rights.
